According to the Novus Mundus Grand Council charter each of the Great Cities is an independent body with regards to their own internal or day-to-day operations. However since the formation of the original council by Aaron Brighthair there has been some form of overarching body that deals with issues that affect the entirety of Novus. The responsibilities of the Council have fluctuated over the years as the member Cities agreed to expand or contract its power. At the core however is the regulation of the nearly one thousand permanent teleportation circles that are active at any given moment as well as the Astriaporta that connect Novus with other worlds.

Today the Grand Council consists of 32 representatives, two from each of the 16 Great Cities. The Council Hall is located in the city of Vernus and houses thousands of lawyers, diplomats, and analysts that handle the year-round task of monitoring and maintaining the security of the Shields. The Council meets for a full session in Vernus every five years. Smaller meetings with at least half of the Council are held eight times in the intervening years, each time in a different City.

Because each City is independent there are no regulations on how each City must choose its leaders. Many use a Democratic system of elections for their government. Some pick a single executive figure while others prefer a group of 3, 5 or 9 people. The Cities of Dakra’Tel, Zurath, Arlthelia and New Port City are lead by a hereditary ruler although their authority is tempered by more representative advisory councils and congresses. Parlak and Einrethar are meritocracies, though the merits that are chosen are radically different. Regardless of the internal method of governance the Grand Council charter specifies that at least one of the representatives must be chosen by the common people of each City.
